If anyone could be deemed as carelessly/recklessly attempting to trip an opponent it would be Ozil on Ramos, not the other way around. Having possession of the ball (barely, in Ozil’s case) does not excuse him from Law 12.

I repeat Ramos did not attempt to challenge Ozil. Ozil had already lost control of the ball when there was contact (of Ozil’s making, not Ramos). Whether or not Ozil tried for contact after he overran the ball or just put his left leg across the line where he knew Ramos was running in an attempt to turn and recover the ball he’d just overrun, I do not know. When I first saw it I thought “penalty”, then when I saw the replay I thought “good call” and maybe Ozil would get a card for simulation.
Ramos’ shin hit the back of Ozil’s leg which caused him to fall and lose the ball. When Spain played Chile something similar happened to Fernando Torres and the player who made contact with Torres got a red card. Foul and Penalty Shot for Germany +another for the later foul of Shewnsteiger.
Ramos didn’t even challenge Ozil – he was just running along side and Ozil stuck his left leg out, got some contact (which Ramos tries to avoid) and goes down. Absolutely no foul – referee got it right.
